Linda Howard is a seasoned compliance professional with over 35 years of experience in law, healthcare compliance, operations, and diversity, equity, and inclusion (DEI). Ms. Howard partners with healthcare organizations to strengthen and maintain their compliance programs. Serving as an interim compliance officer for clients, she provides hands-on leadership and oversight to ensure alignment with federal and state regulatory requirements.

Her work includes conducting comprehensive compliance risk assessments, identifying potential areas of vulnerability, and developing practical strategies to address gaps. Ms. Howard delivers tailored compliance advisory services, helping organizations navigate regulatory complexities and implement sustainable solutions that support long-term compliance. With a collaborative and pragmatic approach, Ms. Howard supports clients across a range of healthcare settings, ensuring they meet regulatory expectations while maintaining operational effectiveness.

Previous Experience

Prior to joining Strategic Management, Ms. Howardโ€™s work focused on advancing healthcare compliance. She has served on multiple occasions as Interim Chief Compliance and Privacy Officer for hospital systems, patient assistance programs, and other entities in the healthcare sector.  She is widely recognized for fostering cultures of ethics, compliance, and DEI, and brings extensive experience in developing compliance programs, policies, and codes of conduct and guiding leadership through organizational change, corrective action plans and Corporate Integrity Agreements.

Ms. Howard is a former Editor of the Law Review and has authored numerous articles and presented at industry conferences on compliance topics, including โ€œSo Youโ€™re a Compliance Officer: Now What?โ€ at the Minority Corporate Counsel Associationโ€™s Conference, โ€œBuilding a Culture of Compliance: Medicare Marketing Compliance and Oversight under MIPPAโ€ at the World Research Group Conference, and โ€œAnti-Kickback and Starkโ€ at the Health Care Compliance Associationโ€™s Compliance Institute.
