Strategic Management is pleased to announce that Judith Marber Fox, Esq. has joined the team as Vice President, after served in our sister firm, Integrity Management Services (IMS) for the past two years. She brings 30 years experience as a health care attorney and corporate compliance expert.
She is recognized for her substantive knowledge in healthcare compliance and ethics program services, including design, implementation, and evaluation of compliance programs, employee and corporate director training, regulatory and enforcement activities, antifraud prevention and detection, and litigation support. As Senior Consultant and Vice President with IMS, Ms. Fox worked directly on federal and state government projects with the Medicare Integrity Contractor (MIC) and Medicare Drug Integrity Contractor (MEDIC), the Pre Existing Conditions Insurance Program (PCIP), and the Office of Personnel Management (OPM).
She came to the firm, having served as a Divisional Compliance Officers for Health Management Associates (HMA), one of the largest national hospital systems in the county. In that capacity she provided oversight for eleven hospitals where she handled compliance program development and implementation, education and training, evaluation and review, issue resolution and complex investigations.
Ms. Fox began her compliance career in 1998 when recruited by Health First, Inc. as a Compliance Officer/Attorney to start up a Corporate Compliance and Ethics Program. She designed, implemented, and developed an effective enterprise wide system for an integrated health care organization with over 6,000 employees.
Ms. Fox has “hands on” experience working with Medicare, Medicaid, the Office of Inspector General, and the Department of Justice in routine as well as substantive issues. As Attorney, she served as in house legal counsel for a Medicare Advantage HMO and large physician practices group. Legal services included: operational project governance, negotiating and supporting contractual relations including agreements involving federal anti-kickback and Stark laws, litigation support and representing entities at respective Board of Director meetings.
Ms. Fox served as in house counsel for John Alden Insurance Company in Miami, Florida from 1989 to 1998. In that role, she was responsible for managed care contracting nationwide as well managing litigation related to claims denials and responding to consumer complaints to the Department of Insurance.
Ms. Fox graduated cum laude at the State University of New York at Buffalo. She received Masters in Public Administration degree from the New York University Graduate School of Public Administration, specializing in Health Planning, Policy and Administration. Ms. Fox went on to earn her law degree from the University of Miami.
With her combined education and breadth of experience, Ms. Fox will be a tremendous asset to the Strategic Management team of professionals.
